Universal health coverage means that people can use the quality health services they need without the cost causing financial hardship.

The relationship with CHS
A health identity, an eligibility decision, programme enrolment and active coverage are related, but they are not the same state.
The person registers with CHS independently of coverage.
An authorised process assesses whether the person qualifies under the programme rules and evidence in force.
An eligible person is enrolled or linked only through an authorised CSU process or established integration.
The resulting status and effective dates are made available to permitted CHS workflows.
At the point of care, CHS verifies the current status, benefits, contribution and any authorisation requirement for that service.
CHS must not invent eligibility rules or treat eligibility as enrolment. Until the responsible authority and integration are established, those decisions remain explicit configurable requirements.

Official information identifies priority groups and services including care for young children, maternal and newborn care in participating regions, dialysis, HIV, tuberculosis and community health interventions.
The CHS platform can hold authorised eligibility evidence and decisions, link a person to an approved enrolment, verify active coverage at the point of care and support claims afterwards. It does not set policy, enrol without authority or move money.
CHS never holds or moves money. It says who should be paid, how much, and why; the payment itself runs through the authorised government, banking or mobile-money infrastructure.
